Some countries require missionaries to be formally educated clergy. Spain does, Brazil does, and I know two or three other countries do, but I can't remember which ones they are. If someone doesn't graduate seminary, they can still serve a mission in most of the world, just not a few select countries. (Known from both personal experience as well as having the calling to be a seminary teacher.)
