It was, however, very strong and dreadful and broke into pieces the remains of the former kingdoms. It represented the Roman Empire and the forces of evil that were manifest through that empire. The ten horns are the kingdoms into which the Roman Empire was afterwards divided. They are similar to the ten toes of the great imagedescribed in Daniel 2. (See also Daniel 7:23–24.) Though each of these beasts may be said to represent the worldly kingdoms mentioned, the representation probably was not just of their political dominion, but also of the evils upheld and perpetrated upon the world by their rule. The vision should not be thought of as wholly political, either, particularly in view of the “little horn” (v. 8). This symbol cannot be positively identified with any specific individual or kingdom of the world, but seems to be similar to the “beast [rising] out of the sea” that John saw (Revelation 13:1), which also made “war with the saints” (Revelation 13:7) as did this form (see Daniel 7:21–22, 25). The little horn represented a notable anti-Christ power that was to be raised up afterthe time of the Roman Empire, and it was to be different from the other ten kingdoms mentioned after the Roman kingdom. Daniel said that this horn would have power to make war with and hinder the Saints until the time of Christ’s Second Coming (see Daniel 7:20–27).304 Edited October 22, 2009 by pam Quote

I'll post it here and then go read what you have.Here in verses 19 through 25 Daniel asks to know about the “truth of the fourth beast”. The answers he receives match what Orson Pratt said about it. In addition Orson Pratt tells us that this beast would devolve into the nations of Europe and America, but we are going to be able to tease out even more detail here before we are finished. The little horn subdues three kings We are told in verse 24 that besides these ten horns that, “another shall rise after them; and he shall be diverse from the first, and he shall subdue three kings”. This was also mentioned in verse 8 where Daniel said, “I considered the horns, and, behold, there came up among them another little horn, before whom there were three of the first horns plucked up by the roots”. This “little horn” would “rise after them” and so would be a new nation, and it would “subdue three kings” who are of the European nations from which it would spring. Most of you have already guessed by now that this “little horn” is America. The three nations that the “little horn” would “subdue” in gaining its independence are France, England and Spain who all competed for power and influence in colonial America. We are told in verse 21 that, “the same horn made war with the saints, and prevailed against them”. It was in America that the saints of this last dispensation have suffered most grievously and have been “prevailed against” and “cast out”. (Isaiah. 66:5) Even if we didn’t know about the “little horn” subduing the “three kings” we would be forced to conclude that we are talking about America here. No other nation could qualify as the nation that “made war with the saints, and prevailed against them”. No other nation even comes close.Two separate trials for the saints It appears that the time when the horn “prevailed against” the saints and that other time when he would “wear out the saints of the most High” are two separate but overlapping events. I say overlapping because I believe that the saints will continue to be “prevailed against”, at the time when the horn will “wear out the saints of the most High”. Certainly in the early days of the Church when, as Isaiah said, “your brethren that hated you, that cast you out for my name's sake” (Isaiah 66:5), it could be said that, “the same horn made war with the saints, and prevailed against them”. John said it in these words, “And it was given unto him to make war with the saints, and to overcome them”. (Rev. 13:7) We would have to say that the saints were “prevailed against” as they were forced from their homes and their lands and came out west. Then we have this other event when “he shall speak great words against the most High, and shall wear out the saints of the most High,* and think to change times and laws”. Who is the “he” spoken of here? Is it a person or a nation? You will remember that in verse 8 above (see also verse 20) we were told that this “little horn” had “eyes like the eyes of man, and a mouth speaking great things”. Nations don’t have eyes or mouths, nor do they speak, but people do. So I’m going to say that this will be a person, not a nation that “shall speak great words against the most High…and think to change times and laws”.
