17-35: This depiction of the miserable life and fearsome fate of the wicked (cf.18.5-21;20.4-9) concerns, first, their life-long fear of death (vv.20-26), and second, their final destiny (vv.27-35), that they will die prematurely (vv.31-33). As always, Eliphaz believes Job is not one of the truly wicked, so this is a depiction of what does not apply to him. But he had better take care that he does not join them in his hostility toward God (v25.) --p741, The New Oxford Annotated Bible

My guess would be that "It" refers to the verse before which states that "for emptiness will be their recompense"

so

"It [their recompense] will be paid in full before their time"

At least that's how I understand it at least.

"It" appears to refer to the listed evils. The thrust of the verse seems to be that the destruction will take place "before his time", that is, before his expected date of demise, when he would otherwise be assumed to be young and strong.
