Who should issue a calling to YW president?

I am sorry.  I just got released from a calling that I loved for all of six months, teaching my daughter in primary, to being an elders quorum teacher (a calling I had held on and off at my old ward for a decade, and one I personally struggle with my feelings towards).  I am trying to stay positive about it...

The bishop extends the calling to the president. As for the counselors, they are typically called by the bishop, but he can delegate such callings and releases to his own counselors, as specified in the Chart of Callings. Specifically, the bishopric counselor who oversees the MIA Maids (typically the first counselor) might be assigned to release a woman from and call a woman to the MIA Maids adviser/YW first counselor position, and the other bishopric counselor might do the same for the Beehives adviser/YW second counselor.
