It's an interesting way he says it as I've seen different groups take snippets of it for their own utilizations and interpretations, ironically, many times at the opposite ends of a 'discussion.' (government is current being oppressive or could lead to oppression vs. being cautious and saving the lives of others). I think if taken as a whole, it supports both sides at the same time, but people read into it what they will.
