I attend the LDS Business College and I checked with the Institute Instructors that have been in Bishop positions and they said that it is up to the Bishops as to whether or not it is required. The instructor's did say that it is highly recommended. So, I suggest that you not wait until the last minute. I would contact your Stake President asap and see what he can do for you.
