Ok, I just want to make this as simple as possible and I hope someone can respond to me with a good answer! But I do recommend reading the chastity bit https://www.lds.org/manual/true-to-the-faith/chastity?lang=eng in true to the faith before responding 

So I have been struggling to understand the law of chastity. One of the big concerns I have is if it is true that masturbation can be considered as if it was lust and needs to be treated in the same magnitude of the sin? and if it is do I have to confess it to a bishop. 

That is one question the other one is that the fact of the matter is that it's so hard for men to control these emotions, sometimes do you think it can be considered not a sin if it is a weakness? https://www.lds.org/ensign/2015/04/it-isnt-a-sin-to-be-weak?lang=eng like it says in this articule 

Let me also make it clear that in true to the faith it says that we are not to arouse these feelings
