The Constitution is like the Bible, not open to private interpretation. There are thousands of interpretations of the Bible, but not correct ones. The Constitution means what it was meant to mean when it was written and one can understand it's original intent by reading the noted of the founders and their statements of intent. Notes on the Convention of 1787, The Federalist Papers, The Anti-Federalist Papers, are good places to start. I'm going to have to do some checking on this version of the White Horse Prophecy. I've read others with which this does not match.
