Rubio is either a naif, was more concerned with scoring a soundbyte that would play well back home, or was making a deliberate attempt to forestall any Saudi-American rapprochement during the Trump administration.

I thought it looked rather staged, that is, Rubio throwing slow softballs and Tillerson responses correspondingly, soft.

Rubio is politically immature.  This has been evident not only this hearing but in many instances during his term as Senator and during the campaign.  I believe he truly thinks the right thing to do is to slap the Saudi's with the UN human rights police to free the Saudi women.

It is new because the foreign policy of the USA since WWII is to impose Western culture and their understanding of Democracy to all people as the foundation for peace.  It worked in the Philippines because the Philippines, like the US, is a melting pot of cultures that got subjugated by Spain.  Western Democracy was exactly the medicine to bring those cultures together after the ouster of Spain.  This does not always apply anywhere else.  For example, imposing Western-style Democracy to Palestine just brought them deeper under the control of the Israel-hating clerics.  The 2-state solution does not work in that paradigm yet the US keep on imposing it on them.
