Sealing Clearance

My husband just got his sealing cancellation letter back and it was granted. In the letter it states if he should remarry (already did) and wants to be sealed again that he needs to get a sealing clearance. I’m wondering why he needs a sealing clearance if his sealing to his ex is canceled. Also would his ex need to write a letter for his sealing clearance?

A sealing clearance means he is approved to be sealed to his current wife.  Depending on the circumstances of the sealing cancellation, a letter from his ex-wife might be needed.

Because why the marriage/sealing ended and what has been done about it since needs to be taken into consideration before being allowed to make that covenant with God again.  For example, if somebody cheated on their wife and that is why the divorce/cancellation, then it is fair to ask what is different this time that gives confidence he won't violate his covenants all over again.
