It was Washington that legislated Utah women's rights to vote away with the Edmunds-Tucker act of 1887. In another typical American politics episode, the National Woman Suffrage Association actually lost support of some its members for Utah women's suffrage because they didn't want Utah women to strengthen Mormon positions.
