I loved it there when I attended, but that was 10 years ago. It really depends on what your major is, I can tell you what teachers I loved when I was there, but I was an English major and if that is not your major then it probably would not help. What are your interests and what sort of classes are you looking at taking?

Actually they don't. I grew up in Chicago-land area and my first year I was the only one out of all my roommates that did not get wind burn, because my skin was used to high winds and cold weather from living near the "Windy City". I still bundled up, I wore warm coats and scarves and hats and goretex boots. But then I like staying warm during the winter, cold hurts me, and I don't like pain.

If he is still around take a class from Brother Samuelson. If he is still teaching a course on writing research papers take it. When I was there I loved his classes and his course on writing research papers completely changed the way I looked at writing them as well as my approach to them. Excellent teacher!

the fact shorts aren't allowed on campus will keep me from looking like a pansy :P

When I was there they didn't have the 'shorts police'. I wear shorts at BYU-Provo and they never stop me or hassle me about them. If fact, I don't even get dirty looks for wearing them. Maybe it's because I'm so good-looking that they don't have the nerve to try to reprimand me.

For religion, try and get Brother John C. Thomas. Amazing teacher. I had him for BoM 1 Nephi-Alma 30. Here's a devotional he gave one day:

Don't Be in a Hurry

For History, brother Lenhart will be a great professor. He goes off on a lot of tangents, but you learn a ton of interesting things from that wonderful half-german half-austrian man.

And if you get an english class with professor Josh Allen, give him heck for me. He was my YM president when we lived in VA. Never took his class, but he is a great guy.

You can't wear shorts or even capris at BYU-I, they have a stricter dress code than BYU-Provo. They did when I went there 10 years ago and they still had it when my sister was out there just 2 years ago.

I never had issues with it, personally. Then again, I had a lot of good professors who helped me really understand the "why" we were asked to live by so many unexplained and apparently harmless rules like shorts or flip-flops.
