It needs to be a GIF image file in order for the animation to work, otherwise it will simply appear as a static image like you see now. Either you have converted the file to JPG at some point, or the forum software won't accept GIF files and has automatically converted it to a JPG file - I've not tried to upload a GIF file to this forum before so cannot clarify that yet for you.
