Let's pretend that this person is completely sane yet simply doesn't believe that he should have to wear clothing. Would he go to jail then the nut house? If this person is completely sane and wants to be nude then he needs to join a nudist colony or he needs to move to a remote tribal society where showing ones privates doesn't send parents and old people into hissy fits.
