It looks like a chain link with a green plus sign in the lower right, it's on the second row 8 buttons from the left.

I was going to attach a screenshot, but I can't figure out how lol

You shouldn't need this button unless you are trying to create a hyperlink.

 

I've had no problem with copying and pasting a link and I've seen many others that have been able to do it too.

 

It doesn't show until you are doing a response.  Then it's a little chain link type figure underneath "size" in the posting options.

Once you click in the text field, the formatting options will all display.  I've circled the "link" button in red.
