Bullying (depending on how you define it) would seem to imply (at least to me) another's rights are being infringed on. Like in the example of someone forced by law to attend a school where they are forced to be around a bully for a period of time. Gotta walk down that hall to get to class, must encounter the bully, etc. Nobody is forced to attend a demonstration, even if they're talking about you and burning you in effigy. There are also restrictions on your ability to say threatening things, for example in some situations where you imminently entice others to break the law. Play it safe and protest the issues, not the people. Quote

If I say you're a rotten jerk and you should be exiled to Siberia, that's me being a jerk. If I slam you against a wall and force you to listen to me, that's a bully.
