Since it's obvious to me that he was not actually God, it must be figurative and mean that God knew that Pharaoh would not let God's people go and would not head the words of his "prophet." He showed the power in the staff by eating all the other serpents also. They were really rejecting God's words, not Moses and Aaron’s. Edit to fix font size Quote
