I'm going to make an educated guess that there is no "official information" and that the Church doesn't have a position on BPSA-US. If you want to involve your own children in something other than BSA and/or the LDS application of it, you're certainly welcome to. I know a few people who participate in BSA troops not affiliated with the Church, and they do so deliberately.

Fun fact about last year's production of the show. The woman who played (single sister) Eliza R. Snow was 5-6 months pregnant during the show's run.

Yep, that's a stake production. It's called This Is Kirtland! and last year was the 10th season that it ran. It was quite possibly its last season as well. It was written and scored entirely by members of my stake. And if you went to see it last year, then you may have seen the display in the main foyer of the cast and crew head shots. I took all those photos and put the display together.

Doesn't sound to me like "the Church" has a problem with anything. People live everywhere...some are LDS, some aren't. Where there are more LDS, there are more facilities, where there are fewer LDS, there are fewer facilities.

Somewhat related, I never tell a girlfriend anything that I'm not comfortable with her passing on to her husband. I may not have as close a relationship with him as I do with her, but I will never ask her to keep anything from her husband. I have a friend who has asked that of me once or twice, and I was really uncomfortable with it. I trust that my friends aren't going to go blabbing the details of our conversations to their husbands, but when I decide to share something, I decide that I'm okay sharing it with both my friend and her husband.

Are your husbands part of this agreement? In other words, are they okay with the dirty laundry sharing with this particular friend? I'm asking genuinely, because I think that's important, too. I don't think it's realistic to keep all the problems internal...people need to vent sometimes, and need to get things off their chests. I think it's healthy to do so, appropriately and constructively. It can also help getting perspective.
