I am sure all the gov't mandates for money for this or that program has to come from somewhere. Problem is that it's decided to spend x dollars on y program without figuring where to get x dollars from or waiting to actually receive x dollars. This applies on all levels...local, state federal and personal. Quote

Their gov't is a mess, they have special interests demanding that their programs be funded whether there is money or not. My concern is that my state (The Republik of NY) will soon be following suit, what with the Crackhead in Albany (who succeeded the Whoremongering Hypocrite of Albany) running things. And it isn't much of a stretch to see this playing out in the country as a whole soon enough. We keep spending money we don't have (except to print it) and devaluing the dollar in the process. Everyone has their hand out (did you hear those people in Detrot: Obama's giving me money! That's why I voted for him!). It just can't work that way... Pretty soon my 401k will be worth a Big Mac meal, if the gov't will let me eat it.... Quote

It's the first real action taken to combat this insidious plague of "Haveabigtv-itis". Haveabigtv-itis preys on the weak and the poor: did you know that roughly one in every four poor people are afflicted with this condition?! I applaud California's efforts to combat this monstrous epidemic (thankfully it hasn't spread to other parts of the world yet- luckily, most of the poor in Africa don't even have small televisions. Thank goodness!). There is literally NO other thing that the Californian government could be doing that is quite as important as helping to fix the energy crisis by combatting this dangerous disease.
