Was this for real? I was reading an article in USA Today that stated the Internet had run out of ISP numbers.

I think you mean IP addresses, and its estimated we are going to run out of them by somewhere around 2010. Right now its all numbers from 0.0.0.0 to 255.255.255.255 (though technically not all of them are usable IPs, some are for testing and feedback loops and other Internet backbone stuff).

Right now IP addys are 32bit numbers, meaning there is a grand total of roughly 4.3 million adrreses usable.

The solution to it has pretty much already being worked out now, is called IPv6. IPv6 address will be 128bits and will allow for 3.5 x 10^38 IP addys. Which will make the earthlings to IPs ratio something like 1:150,000, so that should support all foreseeable Internet needs for the future.
