NOAA is the one that just admitted that their satellite information was faulty. I have no doubt that we can control weather, but I wouldn't go so far as to call it a weapon.

That's theoretically true. The US do have a plane that carries a military grade laser:

And they do have access to EMP weaponry, which are basically just satellites blowing up nukes in the stratosphere. There's no doubt those would warm up the earth.

None of those things can control the weather. We can't even predict the weather with absolute precision, let alone control it.

This is pretty much old school as to use it as a weapon. But, the priesthood authority and powers in the right hands can caused more damage than this by altering the weather.
