My personal criteria would be having faith in the power of the priesthood and said blessing. Quote

Does worthiness affect the outcome of blessings (i.e. what is said, what is blessed, what is promised), yes. Abraham wouldn't have received the blessings he did if not for his worthiness. Joseph in Egypt received different promises and blessings according to his worthiness than his brothers. Nephi and other received different blessings than Laman & Lemuel according to their worthiness. I have given blessings where the spirit is impacted by the worthiness of the individual receiving the blessing, but does a person need to be "worthy" to seek out a priesthood blessing, no. Quote

I would say the worthiness for a blessing is manifest by the exercise of the simple faith to ask, or even expressing a desire to believe. Not the same as a temple recommend, priesthood advancement, etc. pam 1 Quote

In order to receive a blessing from G-d one must be obedient (worthy?) to the principles upon which that blessing is predicated D&C 130:21 The Traveler Quote

That's kind of the way I understood it as well. I've known people who have been inactive and even investigating the church who have asked for blessings to help them in their struggles, their understanding and other things. Sunday21 1 Quote

The person who was going to get said blessing was in a coma from a drug overdose. This was a self inflicted drug overdoes. None of the members of this family were religious. The reason they called upon this church member was the Dr to,d them if they had a family minister they needed to get him to this hospital asap. They didn't expect this person to live thru the night. This family did not have anyone or a minister. They called this church member because he was th only person close to what the Dr told them to do. This church member drove to the hospital and on the way kept praying in his heart for guidance and to know what to say. Pulled into parking lot and offered a pray. Once in the room he layer his hands on this person and gave a blessing and pronounced ....this person would be walking out of the hospital in 3-4 days. Sunday21 Posted November 10, 2016 Report Posted November 10, 2016 I received a blessing when I was inactive. I could feel G-d pulling at my heart. I had a blessing from the only adult male Mormon that I knew, who I knew by the way to be emotionally abusive to his wife, my friend. By emotionally abusive I mean losing his temper at the least provaction. The blessing was effective and beneficial. If you look at the behaviour of prophets in the Old Testament they were highly flawed human beings but I guess better than the other options that G-d had available. Think about Joseph's father who favoured him because he was the son of his favourite wife. By G-ds standards we are all imperfect. For this reason we need to push ahead and perform our duties despite our imperfections. We will never be perfect in this life so go and be the best servant you can be. Life is a 'come as you are' party"! Quote
Traveler Posted November 11, 2016 Report Posted November 11, 2016 I want to make sure I understand the tenor of this thread and the beliefs of those posting. Is it the understanding and belief that when seeking a priesthood blessing that worthiness does not play any part or role what-so-ever in the blessing - both in regards to the person requesting a priesthood blessing and the priesthood holder pronouncing the blessing? For the record – I do agree that anyone can and should seek a priesthood blessing – but it is my understanding that the faith and obedience of the receiver of the blessing does impact how divine power intervenes in their behalf to receive divine blessings – more so than does the inspiration and worthiness of a priesthood holder and the actual words pounced. As an example a person receiving a blessing for healing may be physically healed but as Jesus pounced for some that it is by their faith that they are made whole in addition to healing through the priesthood blessing (as per the one among 10 lepers).
