It could simply be poor wording (by the spokesman for the Church???) or "following" may mean "pursuant to" or "in accordance with".  Disciplinary action, remember, is not just the excommunication, but a process.

Move north! Move farther north! No even farther!

Canada has 3 northern territories. in one of them, they had to change the election laws. They removed the ban on those with criminal convictions running for office. They had to. If they had not, they would not have had enough people to fill the required elected offices. We are waiting for you!

I knew a guy in college. He always got terrible grades, was really ugly, smelled bad and was very mean. We thought he had some kind of problem, but then we figured it out. Dude was from Australia. He was considered a genius down there.
