Yes sir.  I imagine you going to my branch and telling this pregnant woman who is about to be baptized this Sunday finally after a year of wanting to do so but couldn't because she and her husband (and the branch) cannot come up with the money for the court costs to legally get married ... you need a cover-up.  My sides. 

Then, there's the 90 degree temperature in the meeting house with no A/C.  Yeah, you need a coverup to go over child's head.  It's quite a comedy skit actually.

From what I have seen, it is mostly confined to the US.  I have been to 54 countries and haven't seen anyone outside the US make a big deal of it.

Maybe there are other countries where it is a big deal (i.e. Saudi Arabia), but I haven't seen it.

I have lived in 7 States inside the US and have only seen Internet people make a big deal of it. I've read reports of it (like the one in the OP), but I haven't seen it.
