How bout this - Walk up to her and ask if she wants to hear a joke. Share some corny joke about ice cream and say "hey, speaking of ice cream - do you want to go get some with me some time - my treat!" With a smile and a laugh - you can't go wrong.

This reminds me of something that happened to me way back in school.  I was in math class and the teacher had a problem on the board.  I worked the problem and got my answer, others got their answer.  Then the teacher asked what answer we got and it became clear that the class had two different answers to the problem.  Roughly half and half.  I was confident that I was right.  I had done the work I had learned the lesson. So I must be right.  Then I took a look at who was in the two groups.  Everyone I thought was as good at math or better was in the other group.  And I had to ask myself am I so full of pride that I think all these other people are getting it wrong?  These people who I had to acknowledge were probably better at math required then I was?  I ended up revisiting the problem and I found a simple error that I had made.  (And I presume that the others in my group made).
To me the church leaders are the one that are better at knowing the mind of God then I am. (Although I do not think I am a inexperienced in the matter).  If I was ever in a place were I thought I was more spiritually in tune then the Prophet, his Councilors, the whole quorum of the 12, plus all the General Authorities... Well I would hope that I would recognize my prideful state and repent quickly.

I was going to say the same thing if by the time I finished the thread no one else had.
@Dillon when it comes to women, I daresay no one has "knowledge" of how they are for the simple reason that no two people are alike, every woman is an individual.  If they were all the same it would be pointless trying to get to know one over another. That's not to say that females and males don't have more common gender characteristics and reactions, but you'd be surprised how much everyone can deviate from expected norms. When you share your experience/observation/perspective on the ladies it often comes across as a rude snap judgment where you think yourself an expert, but the thoughts you share make it seem the opposite - as though you know two or three girls who act the way you say and you've decided that all girls are this way and you 'know' all about it. In fact sometimes it seems like with your attitude toward the ladies you couldn't possibly know any very well and you are projecting your own weaknesses onto womankind. Please do yourself and everyone else a favour and learn to share experiences and observations rather than generalizations, especially potentially offensive ones. We wouldn't really want someone who has interacted on this forum to say, "all Dillon's are chauvinistic pigs with limited vocabulary" because it would certainly not be true, however to say that, "I once knew a fellow who called himself Dillon online who sure seemed to have a fatalistic view of women and girls" is a much more reasonable statement because it shares an experience and doesn't speak in absolutes.

I agree with @Carborendum. I knew people posted pictures of garments online, I just didn't feel it was appropriate to direct someone to them.

@Grunt, there's another practical reason for tracking the money (and providing a report of your total donations): income tax deduction.  Now you can go get it online, but a few years ago, it was printed by the ward financial clerk, stuffed in an envelope and given to you on Sunday early in the year.   My experience agrees with others' here - the bishop doesn't appear to look at the dollar amounts - it's not the important part of the interview.

fwiw - The last few tithing settlements I've been to, the bishop hasn't even looked at the paper. He just marks the box (ie full, partial).

If this is correct information, the bishop is stepping bounds pertaining to tithing and your daughter. Birthday gifts, isn't something we are required to pay tithing on. If an individual wants to pay tithing or chooses to pay a fast offering on the gifted money that is up to them, not the bishop.
I had a wise bishop share with me once in college when he asked if I was a full-tithe payer. I responded, "Yes." He then asked if I received any money for living from my parents (who already paid tithes on), and I said "Yes." In the spirit of giving I would invite you to think about "fast-offerings" with this money. From then on, I paid fast offering from the money received from my parents that helped with living expenses.
You have two options: speak with the bishop to clarify any misunderstandings, and if the information is correct, I would reach out to your stake president if you feel things are not  resolved. If someone gifted a car, you don't pay tithing of 10% for the potential cost of the car. You can show gratitude in other ways to the Lord.
Bishops are not to extend beyond what a tithe is, and the temple recommend question.
EDIT: seems I am a little late as you have already talked to bishop and it appears resolution.

Some adult women use Halloween to dress in ways they never would otherwise. Living out a fantasy for a day.  Don't confuse fantasy with reality.
Adult humans, male and female, instinctively behave in ways that attract a mate. Societies and men largely dictate what that is, for women.   Modesty is a choice, to put the matters of the flesh aside and as Jane Doe pointed out, cultivate a Christian virtue. Most of the Western world are cultivating, exclusively, the carnal senses. Whether it be overeating or baring as much as possible. It is what sells because the natural man/woman, is carnal and sex is fun (duh). It's like asking why does a dog like a bone?
There are women who wear high heels who are not looking for a mate. We aren't animals. We're rational beings who can wear things for our own enjoyment and for no other reason, than that. What women do or don't do isn't always about men.

Consider that plural marriage when properly authorized has only been practiced by very few relatively speaking and perhaps it allowed for growth opportunities in those involved that we simply don't fully understand. As for in the eternities, keep in mind, that time will no longer be relevant and Celestial heirs will be perfected. In this sense, the common, petty weaknesses men and women have now will be done away with, husbands won't be constrained by time and we have the Lord's promise that those who choose to abide Celestial Glory will be happy.

I hope I'm misunderstanding this, simply because it may be the most offensive thing I have ever read or heard anyone say about my Heavenly parents. God the Father is a just and righteous being who would not simply create a doctrine for his personal gratification... the juxtaposition of the hypothetical righteous practice of plurality of wives among our heavenly parents to the rank filth of pornography is so repugnant that I honestly can't believe it has been expressed. How can we believe in a just, fair, loving, perfect father and then suppose that simply by virtue of his position he would exploit women for the eternities - I mean if He could just make up the rules to suit impure lusts, why have any rules around morality at all then.
